Guideline for organising "One Day Programme on Goods & Services Tax"

1 Registration Form & fees The hosting branch /region to decide the fees of the programme to defray the expenditure and collect the registration form along with fees.  
2 Revenue and expenses The revenue and expenses of the Programme would be managed by hosting region/branch. They are authorised to fix any reasonable fees for the programme based on the estimated expenses for the programme. The surplus/deficit, if any, would belong to the hosting region/branch. Branch/Region may obtain any of the following option of grant :-
  • 1. A grant of Rs. 10,000/- to the Branch(s)/Regions on successful completion of the programme.
  • OR
  • 2. the committee will provide the cost of speaker i.e reimbursement of expenses of speaker  and BGM of the GST
The released of Grant is subject of fulfillment of Condition of point 13.

Further, as per para 11 of the Council Directions in respect of the Professionalisation of conduct of CPE programme, the travel cost of only the Chairman of the concerned Committee and the convenor of the programme, who are Council member, shall be borne by the Institute. The travel cost of all other Council members, who may be invited by the POUs, shall be borne by the POUs or by the Council member concerned.
3. Invitation With a view to build the Brand of the Institute, the hosting region/branch are requested to invite the following persons : (copy of invitation is required to be submitted to the Central Committee for support mentioned at point no.2)
  1. Invitation to local person representing trade and industry;
  2. Invitation to senior officials of Local State VAT department concerned;
  3. Invitation to senior officials of Local Service Tax / Excise commissionerate
The branch shall send the copy of invitation at idtc@icai.in
 
4 Mass SMS Hosting region/branch to send mass SMS to branch member and nearby branch's member once the date of programme is finalised. Further SMS may also be sent to the members, if Chairman of Branch/Region thinks so. Central Committee may send mass SMS to the member if requested by Branch/region but the cost of sending the mass SMS would  be borne by the hosting Branch/regions.
5 Mass E-mail Hosting region/branch to send mass e-mail to branch member and nearby branch's member immediately after hosting the announcement on branch/region's website.  Further e-mail may also be sent to the members if Chairman of Branch/Region thinks so. Central Committee may send Mass E-mail to the member if so requested by Hosting Branch/Region.
6 Hosting of announcement on the website and publishing the same in the CA Journal/ branch Newsletters Hosting region/branch will host the announcement at their websites and publish the same in their regional/branch newsletters. The Central Indirect Taxes Committee will host the announcement on the ICAI website. It may also get the same published in the CA Journal, if final announcement is sent by the branch within the time frame suggested by Journal Section like if announcement is to be published in June issue of journal, then it should be ready by 12th of May.
7 Background Material The hosting region/branch will arrange to distribute the Back Ground Material amongst the participants at the venue. May contact- Secretariat, Indirect Taxes Committee at 120-3045954 /9350799932 or at idtc@icai.in.  The request of the same should be made atleast 10 days prior to the programme in case of major cities and 15 days in case of other cities.

The Central Committee will send the Hard copy of background material at cost price @ Rs. 75/- ( Price Rs. 230/-)  in case hosting Branch(s)/ Region(s) opting support option other than BGM at point no. 2 above.


The soft copy of the BGM in place of hard copy would be provided on request by branch/ region.

8 Sending softcopy of Background Material to faculty The hosting region/branch will arrange to send the soft copy of relevant background material (topic wise) to the faculties in advance. The Central Committee will send the soft copy of background material to the hosting region/branch.
9 Arrangement of Venue & other logistics like taxi for faculties, lunch, and tea. etc. The Hosting region/Branch will have to arrange suitable venue for organising the programme. While selecting the venue, preference should be given to the premises of ICAI if same is available. Branch to handle all administrative and logistic support for organising the programme.  
10 Circulation of presentations of Faculty The branch will circulate the presentation of the Faculties, if any, to the participants.
11 Fixation of Speaker The hosting region/branch to arrange the speaker for the programme and do all the co-ordination with the speaker. Note: The Central Indirect Taxes Committee may assist in fixing the speaker for the programme by way of a list. Branches may choose to have alternative known speakers with good record.
1. As per para 7 of the Council Directions in respect of the Professionalisation of conduct of CPE programme, "not more than 1/3rd of the composition of resource persons / speakers / Chairmen shall be from amongst the Central Council in a programme. This restriction shall not apply in a situation where the Council member is on a visit to a place for a Committee meeting or where the total number of speakers is less than three in a programme."
  2. As per the CPE Advisory, a speaker can address at the programme for a maximum of 3 hrs.
11 Remuneration/ Memento to speaker The hosting region /branch to decide whether to pay any honorarium /to give any Memento to the speaker or not.   
12 Conveyance/ Travelling of speaker The hosting region/branch may decide to arrange taxi for local speaker. In case of outstation faculty, the entire expenses of faculty may be reimbursed by the hosting regions/Branch. 

The Central Committee will reimburse the cost of local speaker if the branch / region opted for the grant option (ii) as per point no. 2 aforesaid.

13 Reports from hosting region/Branch to Central Committee The hosting region/branch should send a report, in couple of paragraph, containing the following:
  • copy of invitation sent as mentioned at point 3
  • Number of Participants attended the programme.
  • Feedback of the participants;
  • Who inaugurated the programme and his remarks on the programme;
  • Some word about valedictory session as well as of opening remarks;
  • Other important matter, if any;
  • 2-3 photographs, if available.
 
14 Uploading the programme on the CPE Portal

The hosting region/branch is required to provide following information before commencing the programme for uploading the data on CPE portal:
a. final announcement of the programme;
b. detail of  faculty like e-mail Id and Mobile No.
c. the capacity of venue

Note: The capacity of venue once provided will not be changed.

The Central Committee will upload the programme on the CPE Portal.

Note: CPE Hrs. of members would be restricted to the capacity of venue.

15 Uploading of CPE hours The hosting region/branch will provide the detail of faculty like membership no., session taken by him in hours and attendance sheet of participants to facilitate granting of CPE hours to faculty and participants.

Central Committee will upload the CPE hours for the participants and Faculty.

Note: CPE Hrs. of members would be restricted to the capacity of venue.
